How mad would you be? And there is nothing I can do about it.?

I live in North Houston gated apartments. Pets are allowed with guidelines. In moving in, apartment staff indicated their rules and communicated well the fact that the water comes thru boilers and some other things that are what they are and may come up later as an issue. What they didn't mention was the inability to control the dog feces problem. So since I moved in they have once put out a warning letter indicating a fine if caught. Added a new poop station with bags for use. Well I walked out early and a huge pile 12 inches from my gate. Pissing me off. I'm under a contract, but I think this is a management problem. If they can't catch and enforce (as they say) unless we let them know who (like I know) then I think they should have staff maintain the grounds, including picking up dog poo, just like I'm sure they do near garden area by the office so potential tenants don't see it. Right? Sent a pic with a "good morning" to the manager this morning. Maybe she'll understand how I feel when I walk out at 7:00 am to a big pile of doo closer to my patio (12 inches) than ever.
