With many buildings in Haiti reduced to rubble following the 7.0 quake, what can you say?

The country is very poor. The buildings are built with shoddy workmanship, and were unsafe to really even be in before the quake struck. Why can't there ever be a U.N. council formed that will help poor countries at least gain SOME sturdy infastructure to prevent m death and destruction following an earthquake of this magnitude? A 7.0 earthquake here in the U.S. would still be devastating, but with our superior building codes and safeguards, many of our buildings would still be standing. I imagine there are VERY few buildings in Port Au-Prince that are standing right now.
