Proposition 19 poll for New York state?

In December there is a poll called proposition 19 which which if ped will legalize cannabis and allow it to be regulated and taxed by the government. What i am wondering is; will new york state get to vote, and if so will the state be affected by the poll? Thank you in advance for you're time and information.
