What made Cesar Chavez a great political leader?

I wouldn't say he is a great political leader. He took power by revolution and is now the dictator of a country that has revolutionaries around every corner, poverty and a host of other political and economic problems. He doesn't have to face election, so, until the other side creates another revolution against him this time, he will never get voted out. That is not a sign of a great political leader, that is what Hitler was, a dictator who does whatever he wants to.
