National merit scholarship?

Here is something I found out that affects my answer - the level to be a national merit scholar varies depending on the state you live in. Apparently to do some kind of geographic distribution, and not have all the merit finalists come from one state, they use these different values. And, it varies from year to year depending on the scores of who took the test. So, it all depends on where you live and how the other 11th graders in your state did the year you are in 11th grade.
